习近平瞄准微软，公安瞄准美特工：信息安全战略的内在矛盾

最近，中国官方在信息安全领域上演了耐人寻味的“双重戏码”。一方面，高层声称积极推进科技自主，要抛弃微软等美国软件，实现关键技术国产化；另一方面，公安机关高调发布悬赏通告，通缉据称攻击我国网络的美国特工。这种“习近平瞄准微软，公安瞄准美特工，用例证和行动抹黑美国技术不安全”看上去是在抓特务，实际上是在为强制推行国产操作系统进行政治造势。这一现象实际上凸显了中共当前信息安全战略中的国家战略：上头急于摆脱对外国技术的依赖，下头急于为上头的思路提供依据。我们称其为见风使舵型执法。接下来，我们从内部视角来解析一下，中共到底想要干什么？能干什么？
