The story unfolds in Anniston, Alabama, where Fort McClellan operates as a covert stronghold beneath the guise of a bamboo and hemp farm. Dwayne navigates the secretive underground facility, uncovering the complexity and scale of the operation led by Celeste Weaver and her brothers, Jesse and Aaron.

Dwayne calls for an urgent meeting, demanding clarity and unity in their strategy. He emphasizes the need to cease all killings, focusing instead on disrupting systems without further loss of life. The group agrees, shifting their focus to managing the fallout from their possession of DALON, a powerful program now in the hands of multiple agents. Dwayne declares that retrieving and neutralizing all copies of DALON—and destroying the master copy in Anniston—is their top priority.

The meeting is interrupted by news of graves being set ablaze in Texas and Birmingham, tied to historical injustices like the Birmingham Church Bombings. When pressed, Jesse admits to sending someone to confront Michael Pete Harvey, a key figure in the events, despite Dwayne’s insistence on stopping such actions.
