Is it democratic to train journalists at a chief's palace, where democracy isn't the strongest factor?

Kojo Mensah talks about the recent scholarship given to 250 journalists to be trained on journalism. 

The scholarship was launched by Asantehene, Otumfuo Osei Tutu, and the first of the forums was held at the Manhyia Palace. 

Symbolically, does it make sense to hold a training forum for a group that is supposed to uphold democracy on the premises of an institution that is not known to support democracy?
