For every ROD OF IRON, there is a ruling end, and a receiving end. Psalm 2 makes an argument to consider being on the ruling end of it. It is actually more of a plea than an argument. Fortunately, for a time, everybody gets to choose whether to rebel or join the Lord in His reign. Those that oppose will be overruled. Fury will follow foolishness.
