He has used a NoCode stack comprising of Airtable, Zapier, and Nextdoor to build the COVID-19 Neighborhood Volunteer and Support System.
Chris has built the tool as a template to help his neighborhood as well as anyone trying to develop a localized response to the pandemic. Right now, you can actually copy and customize this template to suit your specific needs.
