Lucy and The Ghoul get sidetracked by a distress call, leading to a side quest mirroring Lucy's past choice to help the Ghoul, testing their incompatible partnership. Meanwhile, Norm escapes Vault 31 with other dwellers, discovering the surface world's beauty but also its decay, setting up conflicts and deeper lore about Vault-Tec's control and the wasteland's factions.
