South Africa has failed to act, again. Terrorists recently stormed the city of Cabo Delgado in Mozambique and have left a number of people dead, homeless and fleeing for life. The attack also saw Total halt operations in the area. The truth is that much of this could have been avoided had SADC acted upon the available intel.
