Nes has a talk with a member of the Sunscale Clan and missions seem to align.

(Heads up! We're getting into some non-canon territory! We'll be going into our homebrewed imagining of the Dragonborn in Q'Barra! It will seem different from information online. My apologies for the NPCs continued broken speech. I was attempting to show they were struggling with common, but had difficulty transitioning back and forth.)

The Dragonborn clans in my Homebrewed Eberron are most skilled with survival with the dangers of Q'Barra. This means their teachings are based on this. The Sunscales specifically love as a whole. Every one of them are family. The only separation is the Matriarch and her son. Other than that, everyone has a role to play and are considered crucial members of their cultures. The Clanholds are currently closed to outsiders due to the horrible poaching incidents which have been only more and more frequent which is where their distrust comes from for races other than Dragonborn.
