The Munich Security Conference might just be the most famous conference you’ve never heard of. Rumsfeld was making a case for European nations to join the United States in a coalition against Iraq. Fischer’s remark “I am not convinced” was a stark rebuke to Rumsfeld and marked a dramatic shift in the relationship between Europe and the United States.
