Aaron Bateman. "Weapons in Space: Technology, Politics, and the Rise and Fall of the Strategic Defense Initiative" (MIT Press, 2024)
A new and provocative take on the formerly classified history of accelerating superpower military competition in space in the late Cold War and beyond. In March 1983, President Ronald Reagan shocked the world when he announced the Strategic Defense Initiative (SDI), derisively known as “Star Wars,” a space-based missile defense program aimed at protecting the US from nuclear attack. In Weapons in Space, Aaron Bateman draws on recently declassified American, European, and Soviet documents to provide an insightful account of SDI, situating it within a new phase in the militarization of space following the collapse of superpower détente in the 1970s. In doing so, Bateman reveals the largely secret role of military space technologies in late–Cold War US defense strategy and foreign relations.In contrast to existing narratives, Weapons in Space shows how tension over the role of military space technologies in American statecraft was a central source of SDI's controversy, even more so than questions of technical feasibility. By detailing the participation of Western European countries in SDI research and development, Bateman reframes the militarization of space in the 1970s and 1980s as an international phenomenon. He further reveals that even though SDI did not come to fruition, it obstructed diplomatic efforts to create new arms control limits in space. Consequently, Weapons in Space carries the legacy of SDI into the post–Cold War era and shows how this controversial program continues to shape the global discourse about instability in space—and the growing anxieties about a twenty-first-century space arms race. Florentine Koppenborg’s Japan’s Nuclear Disaster and the Politics of Safety Governance (Cornell UP, 2023) begins with the understated observation that the triple disaster of March 2011 “exposed severe deficiencies in Japan’s nuclear safety governance.” This is the starting point for the rather curious story of the regulatory reforms taken up in the wake of the Fukushima disaster and how they created a new system with a strong independent nuclear safety regulator that has refused to back down even as the political tides have changed, and what this has meant for energy policy in Japan in the past dozen years. Koppenborg’s history of nuclear power regulation in Japan also seriously considers the implications of this dramatic break for regimes in other countries. This case study provides a complex and thought-provoking contribution to discussions of the role of nuclear power and independent regulation in global efforts to decarbonize our energy supply. Ownership of Knowledge: Beyond Intellectual Property (MIT Press, 2023) provides a framework for knowledge ownership that challenges the mechanisms of inequality in modern society. Scholars of science, technology, medicine, and law have all tended to emphasize knowledge as the sum of human understanding, and its ownership as possession by law. Breaking with traditional discourse on knowledge property as something that concerns mainly words and intellectual history, or science and law, Dagmar Schäfer, Annapurna Mamidipudi, and Marius Buning propose technology as a central heuristic for studying the many implications of knowledge ownership. Toward this end, they focus on the notions of knowledge and ownership in courtrooms, workshops, policy, and research practices, while also shedding light on scholarship itself as a powerful tool for making explicit the politics inherent in knowledge practices and social order. The book presents case studies showing how diverse knowledge economies are created and how inequalities arise from them. Unlike scholars who have fragmented this discourse across the disciplines of anthropology, sociology, and history, the editors highlight recent developments in the emerging field of the global history of knowledge—as science, as economy, and as culture. The case studies reveal how notions of knowing and owning emerge because they reciprocally produce and determine each other's limits and possibilities; that is, how we know inevitably affects how we can own what we know; and how we own always impacts how and what we are able to know. Barcodes are about as ordinary as an object can be. Billions of them are scanned each day and they impact everything from how we shop to how we travel to how the global economy is managed. But few people likely give them more than a second thought. In a way, the barcode's ordinariness is the ultimate symbol of its success. However, behind the mundanity of the barcode lies an important history. Barcodes bridged the gap between physical objects and digital databases and paved the way for the contemporary Internet of Things, the idea to connect all devices to the web. They were highly controversial at points, protested by consumer groups and labor unions, and used as a symbol of dystopian capitalism and surveillance in science fiction and art installations. Jordan Frith's book Barcode (Bloomsbury, 2023) tells the story of the barcode's complicated history and examines how an object so crucial to so many parts of our lives became more ignored and more ordinary as it spread throughout the world. In Drawn to Nature: American Animation in the Age of Science (University of Minnesota Press, 2025), Dr. Colin Williamson presents a vivid portrait of how developments in biology, physics, and geology between 1900 and the long 1960s influenced not just Disney but the American cartoon industry as a whole. Drawing on original research on the scientific appetites of animators and studios such as Winsor McCay, the Fleischer Brothers, Walt Disney, and United Productions of America, Dr. Williamson opens new avenues for understanding the history and aesthetics of cartoons. Interrogating the differences between art and science and reconsidering the realms of dream, magic, and fantasy as they pertain to pop culture, he yields novel proposals for bridging longstanding divides between animation, live-action cinema, and the history of science. Increasingly, people travel and communicate across borders. Yet, we still know little about the overall structure of this transnational world. Is it really a fully globalized world in which everything is linked, as popular catchphrases like “global village” suggest? Through a sweeping comparative analysis of eight types of mobility and communication among countries worldwide—from migration and tourism to Facebook friendships and phone calls—Mapping the Transnational World demonstrates that our behavior is actually regionalized, not globalized.Emanuel Deutschmann shows that transnational activity within world regions is not so much the outcome of political, cultural, or economic factors, but is driven primarily by geographic distance. He explains that the spatial structure of transnational human activity follows a simple mathematical function, the power law, a pattern that also fits the movements of many other animal species on the planet. Moreover, this pattern remained extremely stable during the five decades studied—1960 to 2010. Unveiling proximity-induced regionalism as a major feature of planet-scale networks of transnational human activity, Deutschmann provides a crucial corrective to several fields of research.Revealing why a truly global society is unlikely to emerge, Mapping the Transnational World highlights the essential role of interaction beyond borders on a planet that remains spatially fragmented. In The Remote Revolution: Drones and Modern Statecraft (Cornell UP, 2025), Erik Lin-Greenberg shows that drones are rewriting the rules of international security, but not in ways one would expect. Emerging technologies like drones are often believed to increase the likelihood of crises and war. By lowering the potential risks and human costs of military operations, they encourage decision-makers to deploy military force. Yet, as Lin-Greenberg contends, operations involving drones are, in fact, less likely to evolve into broader, more intense conflicts than similar operations involving traditionally crewed assets. Even as drones increase the frequency of conflict, the decreased costs of their operations reduce the likelihood of conflict escalation. Leveraging diverse types of evidence from original wargames, survey experiments, and cases of US and Israeli drone operations, Lin-Greenberg explores how drone operations lower risks of escalation. First, they enable states to gather more or better intelligence that may avert or reduce the chances of high-stakes conflict. Second, drone attacks are less likely to affront a target state's honor and therefore less likely to provoke aggressive responses. Lastly, leaders are less likely to take escalatory actions when drones are attacked than they are with incidents involving inhabited assets. Lin-Greenberg's findings prove conclusively that drones are far less destabilizing than commonly argued. Drones add rungs to the proverbial "escalation ladder" and, in doing so, have brought about a fundamental change—a revolution—in the character of statecraft. Yet very little is discussed in the public sphere about existing alternatives. Based on long-term field research across San Francisco, Tokyo, and Shenzhen, Common Circuits: Hacking Alternative Technological Futures (Stanford UP, 2025) explores a transnational network of hacker spaces that stand as potent, but often invisible, alternatives to the dominant technology industry. In what ways have hackers challenged corporate projects of digital development? How do hacker collectives prefigure more just technological futures through community projects? Luis Felipe R. Murillo responds to these urgent questions with an analysis of the hard challenges of collaborative, autonomous community-making through technical objects conceived by hackers as convivial, shared technologies. Through rich explorations of hacker space histories and biographical sketches of hackers who participate in them, Murillo describes the social and technical conditions that allowed for the creation of community projects such as anonymity and privacy networks to counter mass surveillance; community-made monitoring devices to measure radioactive contamination; and small-scale open hardware fabrication for the purposes of technological autonomy. As author Chaim Gingold explains, Will Wright, the visionary designer behind the urban planning game, created SimCity in part to learn about cities, appropriating ideas from traditions in which computers are used as tools for modeling and thinking about the world as a complex system. As such, SimCity is a microcosm of the histories and cultures of computer simulation that engages with questions, themes, and representational techniques that reach back to the earliest computer simulations. Gingold uses SimCity to explore a web of interrelated topics in the history of technology, software, and simulation, taking us far and wide—from the dawn of programmable computers to miniature cities made of construction paper and role-play. An analysis of advances in military technology that illustrates the importance of organizational flexibility in both an attacker’s innovations and an opponent’s adaptations.How important is military innovation in determining outcomes during armed conflict? In Innovation and Adaptation in War, Matthew Tattar questions the conventional wisdom that, to succeed, military organizations must innovate early and often. Because successful methods of warfare are soon widely imitated or countered on the international stage, the advantages of a particular innovation quickly evaporate. Therefore, Tattar argues, large-scale innovations at the cost of organizational flexibility and the ability to adapt to an adversary’s innovations may not be the optimal path—not just because force readiness is vital but also because innovation does not provide as long-lasting and decisive an advantage as may have been previously thought.Although other scholars have analyzed the sources of military innovation, Tattar is the first to focus on the relationship between innovation and specific military outcomes. Looking at several different types of military organizations and many different types of battles, he draws on theoretical works, in-depth historical research, and case studies, and finds that the initial advantages that are generated by innovation disappear far too rapidly in wartime for militaries to depend on them for victory. Furthermore, as Tattar demonstrates, emphasizing innovation in defense planning at the expense of organizational flexibility can have significant negative consequences. The decisive factor in successful adaptation, more often than not, is a well-positioned and flexible organization. Providing both a new framework for studying military innovation and a comprehensive review of the current literature in this field, Innovation and Adaptation in War offers crucial policymaking insights into when and under what circumstances militaries should innovate and adapt.
