Law vs. Justice. When laws get misused, the courts stay mute

The more laws there are, the more corrupt the society becomes - Lao Tzu (paraphrasing). Do laws really bring justice to society? Every law, introduced with best of intentions, has unintended consequences that then requires that the legislature adds more laws. Soon enough we have a heap of laws that are so intermingled that an old communist saying comes true - If you are alive and breathing, you must have broken a law. We just need to find out which one!
